They're a special case because they're much more likely to carry through on their threats, because that's how they operate. They know that fear breeds compliance, and fear derives from threats actually carried out. (3/9)

The opposite strategy is to be recognized as a public-figure such that civil society & governments will help defend you. But that option is limited and not available to everyone. I'm sure @Snowden worries as almost as much about TERRORIST / MOB as he does about governments. (6/9)

There are no easy answers to addressing this adversary, but a key may be in their strategy, which is to instill fear, not only in you, but in your community. Find support in your community to mitigate that fear and its impact. Also support your community! (7/9)
