The public key in that transaction is the initial control key for the DID, only valid as long as the 1st txout is unspent (the DID “tip”).

It essentially is the same, but the key in tx is signed by the block miner, it is decentralized, distributed widely & censorship resistant.

You have to spend to post the transaction w/ your public key. The tip is the first txout with a new address (a hash). The tip is in UTXO.
