Complicated. You could come close as long as you put the ball back in the bag & shake well between each draw. But that works only for the first 23 words. The last word has some random but is mostly checksum. There are tools (LetheKit, Spectre) that will fix the last word drawn.

Yes, the goal for Quick Connect 2.0 is definitely to support Lighting. We already have a dev branch of Gordian Wallet that installs @Blockstream’s C-Lightning on your Mac behind Tor, and our Bitcoin Standup scripts can install LND as well. Just need to settle on spec for QC 2.0.

Use of ‘he’ in this law is a Wyoming’ism. They always use ‘he’ for all genders under Wyoming law. Wyoming should get credit for being first state to give women the vote (and told US they would not join the Union if women were not allowed to), as well the first woman governor!

The vote was not unanimous. Supporter of the non-amended version, Minority Leader of the Wyoming State Senator Chris @Rothfuss from Laramie, gave a passionate plea that removing the criminal law actually makes this bill worse than the status quo. He voted against amendment.

It isn’t clear. The pro-law enforcement chair of the Judiciary committee voted no on the bill but publicly said she’d been persuaded not to block it (even before the amendment change), which was one of biggest concerns.

I would argue that at least some portion of the post-cryptographic validation policy should be embedded with the signatures & that some of that validation should itself have cryptographic roles, for instance use of adapter sigs or values (not predicate) returned from zk-proofs.
